  • Third Exchange Programme

    The 3rd Exchange Programme will take place in Istanbul, Turkey, from the 29th to the 30th of April 2010, organized by the ECENA Secretariat and the Turkish Ministry of Environment and Forestry. Its focus will be on candidate countries and potential candidates for EU membership. It is expected to continue to contribute to the establishment of a regional outlook to environmental law enforcement. Topics expected to be covered at this exchange programme are:

    • Key-points for permitting and inspections in Turkey;
    • EU Member State experiences in permitting in the food processing industry;
    • Permitting conditions for the food and drink sectors;
    • NECEMA and IMPEL activities;
    • Site visit

  • 3rd ECENA National Training in the former Yugoslav Republic of Macedonia - April 2010

      The Ministry of Environment and Physical Planning of the former Yugoslav Republic of Macedonia, in cooperation with the ECENA Secretariat, is going to organise the third ECENA national training on April 22-24, 2010, in the city of Vinica. The training will focus on ECENA, IMPEL and GreEnforce activities, IPA Projects, EIA and SEA procedure in Republic of Macedonia, SEVESO II Directive and dangerous substances, National Parks in FYR of Macedonia, the last changes in environmental legislation in the FYR of Macedonia, and collaboration between central and local environmental inspectors. It will include a site visit to SASA Lead and Zinc Mine, Mak. Kamenica, and discussion of its IPPC Licence.

  • Second Exchange Programme
  • Zagreb, Croatia, Feb 25, 2010

    The Second Exchange Programme will be jointly organised with the Croatian Ministry of Environmental Protection, Physical Planning and Construction. The Exchange Programme is part of the Multi-annual Work Programme of ECENA for the period 2007 to 2010, under Cluster 1. Financial support is provided by the European Commission CARDS 2005 Regional Programme.

    The programme will focus on candidate countries and potential candidates for EU membership, and following on from the First Exchange Programme, held in Ohrid, in 2009, the aim is to consolidate the lessons learnt through ECENA and IMPEL and to discover new collaborative ways in which the beneficiary countries can implement those lessons nationally and regionally. This informal process is expected to contribute to the establishment of a regional approach to environmental law enforcement.

    The Second Exchange Programme will take place in Zagreb, Croatia, on February 25-26, 2010. Each of the network coordinators from the respective ECENA member countries are expected to nominate three participants with experience in inspection and permit writing as well as with good working knowledge of the English language.

  • IMPEL-TFS Enforcement Actions II Interim Conference
  • Munich, Germany, Feb 10, 2010

    Description:The Enforcement Action Project II (2008-2011) is the fourth project under the umbrella of IMPEL/TFS. It aims to further promote and improve inspections of waste shipments through and out of the European Union, including verification of the waste destination and treatment, by means of a cooperative approach (joint actions) to harmonise the level of enforcement, knowledge and interpretation within the participating member states.

    The conference will provide an opportunity to review the current project. Its main aims are to share the experiences gained in the first project period, to review the TOR and to discuss the major priorities and best steps for improved implementation and enforcement of the EU Waste Shipment Regulation in the remaining project period.
    The conference will focus on:

    • the number of inspection activities in participating countries;
    • the type of inspection activities (transport and company);
    • practical cooperation between member states;
    • networking between national responsible officials;
    • verification; and
    • knowledge transfer (exchange programme).

    ECENA will fund the participation of Serbia and the former Yugoslav Republic of Macedonia in this event.

  • Fourth IMPEL General Assembly

    IMPEL logoDescription: The purpose of IMPEL is to create a forum for the exchange of experience and the sharing of best practices to promote higher-quality development and better coherence in the countries’ compliance with EC environmental legislation. The current Multi-annual Work Programme (2007–2010) draws on both the Sixth EU Environment Action Programme and the EU Recommendation on Minimum Criteria for Environmental Inspections. Decisions on matters such as projects to be jointly implemented and reports from concluded projects are to be taken at the General Assembly.

    ECENA will fund the participation of two delegates from the former Yugoslav Republic of Macedonia.

  • 15th meeting of the INTERPOL Pollution Crime Working Group
  • Lyon, France, Oct 7, 2009

    The meeting is intended for stakeholders from non-governmental organisations and civil society, enabling them to meet and brainstorm with governmental law enforcement officers and to raise awareness of emerging pollution crime trends and patterns. The open meeting is also expected to encourage communication, coordination and cooperation between organisations, while ensuring that the law enforcement strategies developed by INTERPOL take into account the opinions of society at large.

  • Fourth Plenary Meeting of the Environmental Compliance and Enforcement Network for Accession (ECENA)

    We would like to invite you to the fourth plenary meeting of ECENA, which will be held on October 6-7, 2009 in Brussels.

    The meeting will be co-chaired by the European Commission and the Regional Environmental Center, as the Secretariat for ECENA.

    Meeting participants will review the activities carried out in 2008/2009 under ECENA's Multi-annual Work Programme for 2007-2010 and their impact on the progress made by countries towards implementing EU environmental legislation since last September's third plenary meeting. ECENA is supported financially from the European Commission CARDS 2005 Regional Programme.
